Improving websites to reach persons of all literacy levels 

Individuals with low levels of literacy are unable to fully participate in economic and civic opportunities, for they are constrained by their ability to access information on the Internet, which is often written at a reading level that is too advanced. CyberMichigan has created a set of guidelines and tools to help information providers learn how to develop all-literacy websites.
