The technology revolution has expanded well beyond the cutting-edge, high-tech sector. Every facet of our culture—from education and healthcare to business and communities—is being impacted as a new “knowledge economy” emerges.

Despite advances in virtually every e-realm, Government has been slow to harness and integrate information technology. Social strategists emphasize that government must “reinvent” itself to meet the challenges of a new learning economy.

“Old economy” governments were organized around bureaucracies and created to meet the needs of the agencies. “New economy” governments are being designed around the functions and needs of the citizens. They provide essential online resources in the areas of public health, public safety, social welfare, education, community platforms, and cyber-democracy.

Today’s policymakers are being called upon to embrace a new way of governing. A learning economy requires a smart and responsive government—one that works in partnership with all sectors of society to provide services and support systems that are essential to building strong communities.
